Candlelight procession for Bomjen on June 14

Parents appeal for maximum participation

ITANAGAR, Jun 12: A candlelight peace procession is being organized in the memory of Bomjen Gapak, the Legi Complex murder victim, by his family members on June 14 next.

The rally will start at 5:00pm from Ganga market and will culminate at the Police Station. Later, a small condolence meeting will be held at Legi Complex, the fateful site where the gruesome incident was schemed.

Late Bomjen Gapak was killed by a group of about 12 miscreants on the wee hours of May 27 last. The culprits involved in his murder are still at large with Capital police making no significant breakthrough into the case even after 16 days of the incident.

“I would like to request all like-minded people, NGOs and student unions to come ahead and walk with us in this fight for justice,” said the bereaved father Tabom Gapak.

“This is our way of saying goodbye to my son whose life was cut short,” he added.

 

Clarify the term ‘Minority’, ALSU to Govt

ITANAGAR, Jun 12: Arunachal Law Students Union (ALSU) has sought clarification from the state government regarding the term ‘Minority’ in Arunachal Pradesh and persons to be benefitted by it.

Confused by the concept of Minority, especially in a state like Arunachal Pradesh where cent percent of the populations are Scheduled Tribes (ST), ALSU sought clarification from the state government as to what communities constitute Minority in Arunachal Pradesh and on what basis the minority district has been selected.

“Even though a person is converted to other religion he will remain a ST and he can not be considered as Minority,” the release said.

 

Aka women to participate in US cultural festival

ITANAGAR, Jun 12: In a rare feat, a group of five women from Aka tribe of the state have been invited to participate in Cultural Festival Celebration at Washington DC, USA from June 24 to July 15 next.

Chairperson, Kameng Welfare Society and also the Convenor of Women and Child Welfare (APCC), Sorsomi Degio will be leading the group which includes Sange Mijiew, Ramda Degio, Kandu Degio and Bokta Chetry.

In the festival, the group will showcase their rich Aka culture and heritage including the indigenous belief. They have been invited by SmithSonian Center for Folklife and Cultural Heritage.

 

AdiSU mourns member’s death

ITANAGAR, Jun 12: Adi Students’ Union (AdiSU) has deeply mourned the tragic death of its Art and Culture Secretary Kangge Apum, in a car accident at Mebo under East Siang district on June 9.

The AdiSU members observed 10 minutes to mourn the death of Apum and prayed to almighty to rest his soul in eternal peace.

“Apum was a very sincere and energetic student leader and his untimely demise is a great loss for AdiSU in particular and Adi community as a whole,” AdiSU said in a condolence message and conveyed deep sense of condolence to the bereaved family to bear the irreparable loss.

 

ASMs/GPMs urged to be sincere in their duties

ITANAGAR, Jun 12: The first meeting of ASMs and GPMs under VIIth Sagalee Anchal Samiti was held at Sagalee on Jun 9 last.

Addressing on the occasion, Sagalee ZPM Nabam Yakum, while sharing her experience, requested all the participating ASMs and GPMs to be sincere in performing their duties.

Sagalee BDO briefed on the ongoing programme and the newly introduced programme under the ministry of Rural Development.

ASM, 54-Humd Panchayat Techi Kaha assured of discharging his duty sincerely and in the interest of the area. He further sought cooperation from all the ASMs and GPMs for all around development.

 

APPDSU alleges misuse of Govt. vehicle

ITANAGAR, Jun 12: Alleging that a junior engineer serving in PWD, Capital Division-A is misusing two departmentally owned tipper trucks for his personal purpose, the All Papum Pare District Student’s Union (APPDSU) has sought enquiry into the episode.

In a complaint letter addressed to the Executive Engineer it wrote, asking to find out the truth behind the whole episode of misusing the government vehicle thereby causing heavy loss to the state exchequer.

 

NSCN (IM) cadres arrested

KHONSA, Jun 12: Security forces arrested two NSCN (IM) cadres along with a person allegedly kidnapped by them from Khonsa town of Tirap district on June nine.

The arrest was made after a joint operation launched by army and Khonsa police after they received intelligence report of extortion, abduction and threatening one’s life.

The arrested NSCN (IM) cadres have been identified as Changwang Wangsu, 25, and Hyalem Chama, 18, both from Ozako village of Longding district.

The arrested ultra duo confessed before police during interrogation that they extorted money from Cloth Market, Khonsa and threatened Julie Hamtok, wife of former ZPM Lazu and kidnapped one Temen Yakyak, a Govt. official working in Urban Development Authority here. Police registered a case against them under section 365/384/506/34 IPC. DIPRO

Takhe Babing of (ASUCC-I) scored a brace for the winning side. Other two goals were scored by Pura Tagia and Tapi Apa, who was later declared man of the match.

In the senior category, Itanagar FC (IFC) defeated Khonkung FC by 2 -1 goals in keenly contested match.

Pura Tatung and Kalung Chada of IFC scored a goal each for the winner. Pura Tatung was adjudged the ‘man of the match’.  

 

Training under e-governance

TEZU, Jun 12: Lohit Deputy Commissioner RK Sharma arranged a departmental training and knowledge sharing session on State e-Governance Service Delivery Gateway & State Portal Project at BRC hall here today.

Software engineers from HP Amitava Mukhopadyay and Gaurav Chakraborty made an effective attempt to make the department users understand the basics of the applications so that they can further impart the knowledge to the citizens.

SSDG is a gateway between the citizen and the government departments. This project will pave accessible route between the government and citizen for enabling the citizens to use the applications provided by the government for any plans and schemes more efficiently, they informed.

AAPKGBVTA to continue its pen down strike

ITANAGAR, Jun 12: Resolving to continue its pen down strike which began on June 1, the All Arunachal Pradesh Kasturba Gandhi Balika Vidyalaya Teachers’ Association (AAPKGBVTA) has called on its federal units to cooperate with the decision as the state government is yet to fulfill its demand.

We would like to inform various NGOs and agencies running KGBVs in different parts of the state that this decision is not against anyone, it said in the release.

AAPKGBVTA has been demanding enhancement of salary of KGBV teachers serving in various parts of the state.

 

Mass social service organized

ITANAGAR, Jun 12: A mass social service programme was organized within the area of Ward No. 5 here today.  Organized by Upper Vivek Vihar Colony Welfare Society, more than 120 people, including the ward councillor Taba Yale Nabam, participated in the construction of temporary drain, temporary CC Steps and cleaning of jungle from the area.

Meanwhile, saying that though the area comes under VIP colony, it still doesn’t have proper footpath, no proper water supply as well as no electricity supply, it has urged the concern authority as well as newly elected municipal councillor to look into the matter.

 

No respite from scorching heat

PASIGHAT, Jun 12: There was no respite for people of the state from scorching heat for the last few couple of  days and the current dry spell will continue for another couple of days in the region.

Although the meteorologists have confirmed that the monsoon wind has entered NE region through lower part of Assam and the state will receive cold showers within the next 2–3 days, scorching heat and dry spell are badly hitting the people of the state, including the Siang belt and other eastern parts of Arunachal Pradesh.

The maximum temperature at Pasighat on Wednesday was recorded at 38.7 degree Celsius, which is highest of the season so far.

As per records available in Regional Meteorology Centre, Guwahati, cyclonic circulation lies over North-West Bay and neighbourhood. This has prevented flow of moisture-laden air from the Bay to the NE region. The North-West Bay development has been sending out a dry easterly wind to the NE region.

Pasighat can become a role-model’

Pasighat, Jun 12: ‘Pasighat can become a role-model town for entire Arunachal’, said Arunachal Pradesh Governor Lt. Gen (Retd) Nirbhay Sharma during his maiden visit to the East Siang district on 12th June. He said that with such a huge nature’s bounty and vast potential for development, the denizens of district only need to work together with team spirit to reach greater heights of development. As the oldest town, Pasighat should always take the lead, he exhorted.

Referring to the airport project at Pasighat, the Governor advised the local people to cooperate with government agencies in its implementation. When completed, the project will have an immense impact on the socio economic development of the district, he pointed.

During the daylong tour, the Governor met the district heads of departments and reviewed the developmental initiatives taken up in the district.

Laying special emphasis on road communication, the Governor advised the work departments to plan out work-calendar for timely implementation of all project.

The Governor emphatically said that focus should be on execution and optimum utilization of resources. He pointed that cost inflation and delay in implementation affect the common people. Therefore, the Government officials must ensure that such factors are checked.

In the meeting, the Governor also reviewed the works undertaken by Public Health Engineering, Agriculture and Electrical departments.

Interacting with newly elected Municipal Councillors, the Governor advised them to emulate the best practices prevailing in the country and contribute towards building a better society. East Siang Deputy Commissioner  R.K. Mishra apprised the Governor on the overall developmental scenario of the district, while SP Pushpendra Kumar gave a briefing on law and order.

Earlier in the day, the Governor inspected the ongoing ALG project at helipad site, Pasighat. He also inspected the ongoing Trans Arunachal Highway project near Ranaghat and District Connectivity Road project by travelling from Pasighat to Bodak. The Border Road Organisation officials briefed him on the Indo-China border roads under Project Brahmank, while Highway Executive Engineer Er. Aken Jongkey briefed him on two highway projects in the district, i.e. Pasighat-Pangin Road and Pasighat-Mariyang-Yingkiong Road. Both these projects are a part of the PM’s package projects.

The Governor later inspected the under-construction recreation park, an initiative of Deputy Commissioner along the bank of River Siang at Komlighat. He also participated in a plantation programme organised by Environment and Forests department on the occasion.

On his arrival at Pasighat, the Governor was accorded a warm traditional reception by ponung parties and cultural troupes. This is the third district tour of the Governor after the visits to Changlang and Tirap districts. Assam-Arunachal boundary dispute

‘LBC starts ground work to find out lasting solution’

ITANAGAR, Jun 12: The Local Boundary Commission (LBC) constituted by the Supreme Court of India has begun its task to find out a permanent solution to Assam- Arunachal boundary dispute. This was informed by the Chief Minister Nabam Tuki at a press meet held at Rajiv Gandhi Congress Bhawan here today.

Informing that the Commission had met the CMs of both  Assam and  Arunachal Govts separately to take stock of the ground situation, Tuki disclosed that the LBC wanted  to  visit  the disputed boundary area immediately. But the field visit could not be materialized due to bad road communication caused by heavy shower. However, the Commission will undertaken its mission soon the monsoon is over, the CM said adding once the local boundary commission submits its report to the apex court, we can expect a solution.

To a specific question, the Chief Minister informed that he had  raised the  recent encroachment issue at Hasse Russa  village and Digalmukh area with Assam counterpart and stressed  on maintenance of status quo on boundary dispute.

The Assam-Arunachal boundary row is emotive issue. One  must know the genesis  of the  problem, said APCC president Mukut Mithi.

While recalling his efforts in convincing the then Assam Chief Minister Prafulla Kumar Mahanta to maintain status quo, Mithi, the former Chief Minister of the state said patience is the panacea for an acceptable solution.

AICC general secretary in-charge Arunachal Pradesh Mukul Wasnik informed that AICC vice president Rahul Gandhi has evolved a strategy to revamp the oldest party of the country to make it people-centric.  He said there will be meetings of party organizations  in regular interval right from block level  to PCC level to know the people’s problem. The Congress committees at various level will work as a bridge between people and high command of the party, he said.

AICC secretary Sanjay Bapna, MP Takam Sanjoy & Union Minister Ninong Ering and Agriculture Minister Setong Sena were also present at the press meet.

 

 

Higio Aruni elected Chief Councillor, Babu deputy

ITANAGAR, Jun 12: Councilor of Ward no 11 Higio Aruni has been elected unopposed as the Chief Councilllor of the first ever civic body of Itanagar. Former MLA Kipa Babu was elected as deputy chief councillor after two contestants Tarh Nachung and Gora Lotak withdrew their nomination papers.

The Chief Councillor and the Deputy Chief Councillor were administered oath of secrecy by Deputy Commissioner cum Municipal Election Officer Pige Ligu. All the councillors were also administered oath and asked to form ward committees within seven days and report the same to the department of Town Planning.

SDO S Miji, SDO conducted the election process. Bokar Basar, ADC and MLA Techi Kaso were also present on the occaion, among others.

In their brief speech, the Chief Councillor and the Deputy Chief Councillor have assured to work for the betterment of the capital complex in particular and the state as a whole and sought cooperation from all, including the councilors. AAPSU’s help sought for introduction of Anthropology in Govt colleges

ITANAGAR, Jun 12: A joint meeting of the Arunachal Anthropological Forum (AAF), All Arunachal Pradesh Students’ Union (AAPSU) and North-East Students’ Organisation (NESO) was held today at Rajiv Gandhi University (RGU) to discuss the matter related to introduction of Anthropology subject in undergraduate courses of Government colleges in Arunachal Pradesh.

Speaking on the occasion, AAF Chairperson Ratna Tayeng  said that  the Forum has long been demanding for the establishment of Anthropology department in all the Govt. Colleges of the state, but the Govt. has failed to understand the plight and problems of Anthropology students. He appealed the AAPSU and NESO to take necessary  steps for introduction of  the subject at earliest in colleges like JNC, Pasighat, DNGC, Itanagar, IGGC, Tezu to fulfil the aspirations of many students of Anthropology. He further stressed on the urgency to create many posts for anthropology students in various govt. departments like Department of Art & Culture, Research, Museum, Social Welfare, Health, Tourism, Handloom & Handicrafts and Industries. He also stressed on urgency to introduce every sub-disciplines of Anthropology at Rajiv Gandhi University (RGU).

Attending the meeting, RGUSU president Tassar Anung highlighted various degrading social issues such as corruption, problems related to development, religious transformation of Arunachalee society, etc. and said all these issues need to be studied anthropologically. Former RGUSU president Tao Abo urged the AAPSU team to take up the demand of AAF as a responsibility towards state building.

AAPSU president Kamta Lapung  assured the AAF that   the Union is ready to support and co-operate every possible way on the issue. He asked the Govt., where it would accommodate the anthropology students who passed out from Rajiv Gandhi University (RGU) since 2001.

Stressing on the need to introduce Anthropology in all the colleges of Arunachal Pradesh, he assured to put the issue properly once the proper strategy is drawn out between AAF and AAPSU.

AAPSU General Secretary, Biru Nasi while supporting the issues raised by AAF said that policy-planners of the state need to understand the importance of such a human-centric discipline. He also point out the necessity to popularize the subject before the people to make them felt the need of the subject in the tribal state like Arunachal Pradesh.

The meeting was also attended by the members of Rajiv Gandhi University Research Scholars’ Forum (RGURSF), research scholars of various disciplines, students of Anthropology among others.

 

 

Policing in the state needs overhaul

During a conversation, a man clad in Khaki uniform said, “On my way home after the office hours, I often see young boys with Dao moving around freely. Even my telling them has no effect.”

He continued his angst pointing at the police station saying, “And these people, they are no good. Most of the time, calling up the police station is of no use because they don’t pick up or they would arrive much later after the act is done, like they do in films!”

The way he said those words, he had no qualms! He, perhaps, had forgotten that while he was making that bleak statement; he himself is a part of that accusation.

This exchange was made while a group of people, including me, were waiting outside the police station in the hope of some revelation into the Bomjen Gapak murder case which took place on the wee hours of May 27 last at Legi Complex, Itanagar.

This very conversation is testimony to how secure our state capital is, let alone other parts of the state where many violent incidences go unreported.

There have been many violent incidences during the recent times that shook the entire state. And then on March 18 last, our chief minister went on to claim that the crime rate in the State has decreased.

Leaving aside the recent crimes that are far from being solved, acquittal of numerous accused has become a factor that encourages these elements to go ahead and continue with their ambition to create uproar. Had these elements been punished when they started off with petty things, perhaps much could have been saved of our shining generation.

The laws, as it is being seen nowadays, are not being enforced as it should be. And with high number of failure to apprehend, convict and punish the offender, a general disregard for law and order tends to develop which has become the case for Arunachal resulting in the many antisocial activities that are being done just right there beside where the police is.

This particular incident where Bomjen was murdered just about 80 to 90 meters from the police station is witness to the poor law and order enforcement in the state. It is surprising to learn that the police were not aware of the incident which happened right there in its neighborhood, especially at a time when the smallest shriek becomes the loudest. Please note that the time of the incident was around 2 in the morning.

Some people have even claimed to have called the police and informed about the incident, yet the police managed to ignore till the gruesome act was done.

“I called up the police station at about 2:50 when the altercation had just started. The incident could have been averted if they had reached in time,” said an eyewitness.

It reveals the lax standards of policing. When it is for the police to secure the lives of the individuals, they turn away from its job.

Better late than never, this particular incident is ought to be an eye opener for the state police to introspect themselves and their work.  Time is now to instill the much needed awareness about law and order among the people and stop our state from going back to the state of un-civilization.

 

 

All eyes on EK’s new DC

ITANAGAR, Jun 12: Once it appeared that East Kameng district became “forbidden apple” for the state officialdom that none of administrators wanted to take a bite. The people of picturesque Seppa town, district headquarter of East Kameng,  was left at the mercy of mobs and hooligans as the government administrator (deputy commissioner) Tope Bam had left the district on 26th May last under mysterious circumstances thereby forcing the entire district into chaos amid the Panchayat election.

True to its sense, the trust of people on so-called administration and law enforcing agency was trampled down to dust, ever since the Panchayat poll-related violence erupted.

It is said that during the Panchayat election, DC office had more or less become “punching bag” of any political group, that one could barge into, even kick and spat on the wall while banging their fist in indignation.

The new incumbent deputy commissioner Tarin Dakpe who took over the charge recently amidst crisis, particularly law and order problem, is presumably  “the last legion” of the state government whose administration could egg sense of security among the people of East Kameng. However many people are skeptical of improving law and order in the district, and foresee usual unflinching crime rates, no matter how tough the administrator is. “I don’t think there would be any change in law and order problem unless the people fear the laws” said a student who doesn’t want to be named.

Indeed Dakpe, who is just stepped into Bam’s shoe, is facing insurmountable and uphill task to be accomplished. The most challenging task is building up of people trust and to win back their confidence on administration and law enforcing agency and conducting free and fair repoll at Yakali under Sawa circle, which had been temporarily suspended due to reported worsening law and order situation.

Apart from the worsening law and order, the town is reportedly inflicted by petty crimes such as extortion and physical assault on business community and higher murder rate which usually went unreported.

In the developmental front new DC has to deal with rampant government land encroachment menace, land acquisition for Trans-Arunachal highway and settlement of Army which is yet to be finalized.

When contacted new DC Tarin Dakpe said that restoring people trust and improving law and order situation would be his top priority including the conducting free and fair Yakali polling, which, he divulged, is scheduled to be held on 17th June.  He also added that he had already taken the stock of the situation in the town and deployed police force to patrol during the night to improve law and order.

“I will give my best to administer but I need support and cooperation from the public and elected representative” said DC. He informed that he had already discussed with NGOs and elected representative individually regarding the law and order problem. On education sector he said irregular teachers will be taken against accordingly.  

Now the all eyes on new deputy commissioner Dapke that whether his administration would really bring change in the fragile district?

 

 

Slow pace of road works irks citizens

PASIGHAT, Jun 12: Tardy progress in construction of road from Sille-Oyan to Pasighat (NH-52) by Border Roads Organization (BRO) has created great inconvenience not only to the motorists but also local people. While the motorists are facing great inconvenience due to bad condition of the road the local people residing along the road are suffering from health hazard due to environmental pollution caused by dust particles.

The BRO, which has been entrusted to reconstruct the road, has been citing technical reasons and delay in release of fund for slow progress of the work. BRO has so far completed a stretch of 15 km of the road from Ruksin gate to Sille and another 8 km from Six-mile to Pasighat town. The rest 12 km of the road out of the 35 km is lying in rough condition.

BRO has completed formation work (Earth filling) of the remaining portion (12 km) of the road from Sille village to Six-Mile and works of widening and sand gravelling was under progress.

Sources from BRO said that 2-laning of 40 km of the highway from Ruksin gate to Raneghat bridge (over Siang river) is given to Bharat Infra Private Limited (BIPL) company, which is speeding up the road construction work.

The Union Ministry of Road Transport and National Highways (MoRTNH) has released the fund in three phases (package-wise).

The construction agency earlier completed from point 510 to 522 (Ruksin to Oyan) out of the first package, while it finished road construction from point 536 to 550 (from Six-mile to Pasighat. The third and final phase of the work is going on in full swing. However, the agency has not yet completed the construction of three multi-celled box type culverts besides seven other single celled culverts along the road.

Sources further informed that about Rs 50 crore was estimated for completion of 40 km stretch of the road from Ruksin to Raneghat.  The road, which was scheduled to be completed by March, 2015 is expected to complete by July next year.

According to the BIPL engineers, replacement of electric poles from the widened portion of the highway is taking time and this is causing delay in road construction works from Oyan to Pasighat. They alleged that the power department is delaying replacement of electric poles/lines from the widened portion of the highway.

“The power department has been paid Rs 1.5 crore, but they are working in a leisurely manner”, alleged a BIPL engineer, who has been engaged to look after the highway works.

It is pertinent to recall that NH-52 which starts from Baihata Charali in Assam is a vital highway link came up at the time of Chinese aggression in 1962, for transportation and mobilization of security forces into the Indo-China border. The highway, which links East Siang with Lower Dibang Valley and Lohit districts and ends at Sitapani junction near Saikhowaghat of Upper Assam has been included in the list of approved roads under Special Accelerated Road Development Project for Northeast (SARDP-NE).

But, it has not been spruced up even after five decades. Food items and other essential commodities for North Assam and upper Arunachal districts are transported through this route.

Though the Prime Minister's Office cleared 2-lanning of NH-52 eight years ago implementation of the project remained stagnant due to the proverbial bureaucratic roadblock. The BRO earlier refused to put into service its men and machines for some years on the pretext of fund crunch and other technical problems.

 

 

DPC reviews MsDP projects

BOMDILA, Jun 12: Concerned over the slow pace of certain projects being taken up under Multi-Sectoral Development Programme (MsDP) in the district, Deputy Commissioner AK Singh has reiterated the need for a road-map without which it would not be possible to streamline and attain the required target.

Chairing the DPC review meeting here today, the DC said that the MLAs, PRI members and the officers need to be the instruments of change and stability in the wake of progress.

The executing agencies should routinely monitor the progress and quality of the work and ensure its timely completion, he added.

Agreeing to the observations of the Deputy Commissioner, Parliamentary Secretary for PWD TN Thongdok set July 31 as the deadline for completion of all the delayed and uncompleted projects barring the specified few where the financial involvement is comparatively high. Under certain circumstances where the contractors evade, he directed the engineers to take over the uncompleted works and complete it within the time-frame given.

PWD is the implementing agency for the MsDP projects in the district leaving that of the Indra Awaas Yojana (IAY) which is taken up by the District Rural Development Agency.

Discussions were also held on the project proposals of MsDP for the year 2013-14 in conformity with the new guidelines issued.

Earlier, PWD Dirang, Bomdila, Kalaktang, PD DRDA and DD (ICDS) made their presentations before the District Planning Committee.

Taking part in the discussion, Parliamentary Secretary for HPD RT Khunjuju underscoring the importance of projecting and selecting need-based projects supposed to benefit larger section of the society called for strict adherence of the laid down norms and achievement of the physical and financial targets.

Summing up the discussion and replying to the query put by ZPM Tsering Sonam, Deputy Commissioner Singh resolved to initiate early steps for transfer and posting of teachers within the district and to take up matters relating to posting of subject teachers with the Chief Secretary. He appealed the MLAs of the district not to interfere with the official transfer and posting issues of the teachers in the larger interest of the society.

Erratic power supply irks Oyan villagers

RUKSIN, Jun 12: Irritated by irregular and erratic power supply, the people of Oyan village of East Siang district have threatened to launch rigorous democratic movement against the department concerned if the situation is not improved.

The villagers led by Oyan-II Gram Chairperson Suraj Pait alleged that the power department, despite repeated pleas, did not take any initiative to provide regular power supply in the village. In spite of the assurance given by the departmental engineers in January this year nothing has improved, he said.

Regular power cut during the night hours is making the villagers life miserable. The students are the worst sufferers of the situation. The irregular power supply is compelling the villagers to make alternative arrangements for light at extra cost.

The consumers are aggrieved by knowing the fact that the 33 KV line linking Jonai (Assam) 33 KV Sub-station and Pasighat through Ruksin Power House is passing through Oyan village.

Power is being supplied to other areas like Oyan Charali, VKV site and Sille village from the Assam based line barring Oyan village.

“The power department officials citing some lame excuses are depriving the consumers from regular power supply. We have been demanding the authority to supply electricity from the Assam base line. But, the departmental engineers are turning deaf ears to our grievances. Now, we have decided to resort rigorous movement against the inaction of the power department,” threatened the sufferers.

The infuriated consumers also said that they submitted petition to the local MLA highlighting their problems and also demanded the authority to construct a separate 11 line from Ruksin to Oyan, and distribute power to Oyan village directly from the Assam based 33 KV line.

 

 

Dealers’ consultation workshop on entry tax and VAT

ROING, Jun 12: One day Dealers Consultation cum Workshop on Entry Tax and Value Added Tax (VAT) was conducted by the Department of Tax & Excise, Lower Dibang Valley District at Anchal Samiti Hall here today.

Presiding over the program, Deputy Commissioner Shiv Kumar said that the grievances of the traders of Roing market regarding the payment of tax at Roing in place of Shantipur Check Post and relaxation of tax payment period from 10-15 days after arrival of consignment would be looked into after making a departmental meeting with the officials of Tax & Excise Department. He, however, requested the traders to do fair business and clear the tax in time. He also asked them not to put extra burden on common people by charging exorbitant rates. He said that non-taxable commodities, like onion, potato, apples, fish etc. are being sold at very high price at Roing which is even much higher than the rates of metropolitan cities like Goa.  

He appealed them “to run the market in the interest of common man not only for their own profit”.

MLA Laeta Umbrey participating in the consultation workshop has requested all the traders to pay tax, as it is the only source of earning revenue by the govt. He, however, requested the authorities in the govt. and the policy makers to look into the welfare of the traders, businessman of the state regarding double tax payment as claimed by them as the ultimate sufferer are the consumers and the local people.  

He also requested the Bazaar Committees to sort out their internal problems amicably and also to look into the welfare of the traders/businessman, who have come here from outside states to provide us what we could not do ourselves. He also requested the business community not to indulge themselves in unwanted activities.

Kabom Zirdo, Superintendent of Tax & Excise informed that the Tax & Excise department was a minor branch in the finance department of Arunachal Pradesh of Civil Secretariat till the 1994 and the branch was bifurcated from finance department as an independent department with Special Secretary (Finance) as Ex-Officio Commissioner (Tax & Excise) with handful of staffs. With the enactment of Arunachal Pradesh Excise Act, 1993 & Rules 1994, the department initiated necessary steps to augment the revenue generation under state excise. Various IMFL, Bonded warehouses, Wholesalers & Retailers were issued under the excise rules, he informed.  After the enactment of Arunachal Pradesh Sales Tax Act, 1999 the State Govt. started levying Sales Tax in 2000 initially on five items. Thereafter, 78 items were brought under the tax net from April 4, 2002 in order to enhance Govt. revenue, he informed. The state government has brought altogether 83 items under Uniform Floor Rate in comply with the directives of Empowered Committee.

The sale tax system was again replaced by Entry Tax and Value Added Tax (VAT) system in 2005 and the state Govt. under the directives of empower committee introduced the VAT system from April 1, 2005, the Superintendent informed.

He also informed that the department has achieved the revenue target fixed by the Govt every year since the year 2009-10. In the last fiscal year 2012-13 the department has contributed a revenue collection of Rs 7,41,02,228 under VAT against the target of Rs 6,49,27,700 fixed by the govt and Rs 2,07,53,288 under Excise against the target of Rs 1,95,12,657 fixed by the govt.  

Zirdo further  informed that the Department of Tax & Excise, has also agreed to implement computerization of tax administration under MMPCT, PeMT Program. In this regard, the department has imparted training to all officers and officials of the department on preliminary works, like backlog data entry of VAT and CST.

Members of Bazaar Committee, traders and businessmen highlighting their grievances informed that the high rates of commodities at Roing is due to high transportation costs and double taxing on commodities. They opined that unless surface communication of the district is improved, the cost of transportation will always be high. They said that double taxation has compelled them to charge price higher than that of MRPs. They also informed that only 5% of the items in the market could be brought through C-Form to avoid double tax payment and the rest 95% items has to be brought without C-Form owing to small quantity and lengthy accounting process. They requested the Deputy Commissioner and the Department to make provision for payment tax at Roing instead of Shantipur Check Post citing security reasons. They also requested to relax the time of tax payment for 10-15 days after arrival of consignment.  

Nini Passing, Inspector (T&E), Habung Sinyo, Assistant Inspector and Tapang Tatak, Office Assistant also spoke on the occasion. Many doubts regarding taxation were clarified in the meeting during interraction.

Arunachal sports policy and mountaineering expedition

While going through the 46 pages of sports policy of Arunachal Pradesh which has specific mission, vision and policy to promote various disciplines of sports field, I must congratulate Chief Minister Nabam Tuki for bringing out such policy which will surely mark a new era in this field. Such policy should have been brought out much earlier by successive previous government of this state, so that this state could have produced till now a hundreds of sports stars at various level right from state level to international level.

Surely sport potentiality and talent of many persons might have simply ruined in last two decades due to lack of promotion in time, presently such persons must have already settled their life with other option and now their mind and spirit must be certainly very painful seeing the success of present sportspersons of this state. They could not become successful because there was no effective sports policy in those days. Anyway gone is gone we cannot change our past but surely with our present action we can expect bright future.

The present sports policy can make a sea change in sports field, however bringing out policy in papers is not the end of the story, it must be practically implemented in later and spirit, then and there only several successful sport persons of this state will be immediately benefited with cash rewards as specified in the policy for their dedication and success. The present generation success will surely inspire younger generation to follow the foot print of seniors.

The cash reward incentive is not the end of the objective, but success in sports will also help building personality development which is need of the hour in our society.

Let me cite an example, Noksom Lowang of Tirap district few years ago motivated some opium addicted youths to learn Taekwondo sports in his club at Khonsa, accordingly youths joined his club and started learning this sport, slowly and gradually youths quit taking opium because opium does not help in sport learning. Lastly they were successful in this sport and in 2012 mass police recruitment all were recruited in police on sports quota under their district.

It’s a tip of iceberg, I can visualize this sport policy can penetrate depth in the minds and spirit of interested youths of every tribes, not only that it has even a great possibility to bring back misguided youths to mainstream through sports activities.

Lastly, I will put forward some suggestions in the context of mountaineering area because present sports policy has specified only two cash award in this field whereas other disciplines are given with several cash rewards for various categories.

With my five years long literally experience in mountaineering field I could come to know following titles are recognized worldwide in this field:-

1)    “Successful mountaineer” such title is given to any mountaineer who successfully climbed any recognized peaks.

2)    “Everester” this title is being honoured to a person who successfully climbed Mt. Everest.

3)    “Individual Record” such record is being specified for various categories, for example Sir Edmund Hillary and Tenzing Norway became first men in the world to climb Mt. Everest, thereafter almost four thousand people have climbed this peak till May 2013. Smti Santosh Yadav of Haryana state became first woman in the world to climb it twice in 1992 and 1993. Junko Tabei of Japan on May 16, 1975 became the first woman to reach the summit via the South-East Ridge. Smti Anshu Jamsenpa is the first mother in the world to climb it within 11 days on 11th May and 21st May 2011. Miss Chhuri Sherpa is first woman to climb it within a week from 11th May to 17th May 2011. Banchedri Pal is the first woman in India to climb this peak in 1984 and Anshu Jansempa is the first woman in India to climb Mt. Everest on 11th, 21st May 2011 and on 18th May 2013. The Sports policy has cash reward for category I and II, but it has not mentioned for such world record holder neither specified reward for such person. Till today there are about thirty people only in the world who are holding undisputed individual world record in various category.

4)    The fourth one is “Seven Summmitter” this title is being honoured to a mountaineer who successfully climbed seven highest peaks of the seven continent of the world like Mt. Everest of Asia continent, Mt. Elbrus of Europe continent, Mt. Denali of North America continent, Mt. Acancogua of South America continent, Mt. Vension of Antarctic continent, Mt. Kosiuszco of Australia continent and Mt. Kilimanjaro of Africa continent. Till today, there are above 200 persons who successfully climbed seven peaks of seven continent of this world. And cash reward for such category is also not found in present sport policy.

5)    Last one is the highest title in mountaineering field -- “Eight Thousanders”. There are 14 peaks which are above 8000 metres height from sea level like Mt. Everest, Mt. K2, Mt. Kanchanjunga, Mt. Lhotse. Mt. Makalu, Mt. Cho Oyu, Mt. Dhaulagiri, Mt. Manaslu, Mt. Nanga Parbat, Mt. Anapura, Mt. Gashesbrum-I, Mt. Broad peak, Mt. Gashesbrum-II and Mt. Shishapangma. Reinhold Messner of Italy become first person in the world to honour with this title who completed “Eight Thousanders” from 1970 to 1986 which took him 16 years to climb all 14 peaks. Till today only 30 people who successfully climbed these 14 peaks. Present policy has also not mentioned about such title in mountaineering. What I have elaborated different titles in mountaineering is as per limited knowledge and information, however concerned department make more elaborate in this field.

However, Anshu Jansempa has already in her credit two undisputed title namely “First mother in the world to climb Mt. Everest twice within 11 days” and another one is “First woman in India to climb this peak thrice on 11th May 2011, 21st May 2011 and 18th May 2013 and accordingly she ought to be rewarded with cash award and Nima Lama for his success in Everest expedition 2013. Though this state has no required infrastructure for mountaineering, yet mountaineering activities is quite good compared to other advance state who has such infrastructure for mountaineering activities.

 

 

Shortcoming of Ziro valley as tourist place

Now-a-days tourism sector is considered as one of the largest industries all over the world. Government of India is also giving due importance to this sector. It is said that Arunachal Pradesh is having high potential to promote tourism. Does Govt. really take it up to promote tourism?  Crores of rupees have been spent in organizing festivals like Arunachal festival at I.G Park, Siang River festival, summer festival etc. Does it do anything to promote tourism in the state which is still lagging far behind in infrastructure development for tourism? Who care for infrastructure development which is must for a state to promote tourism ?

Who the tourist will visit when there is no tourist spots developed, no proper accommodation in districts, poor communication, improved law and order situation even in district HQ and Capital Complex  etc. To be frank, Govt. does not try to achieve some of the preconditions necessary for promoting tourism nor does it care to build up infrastructure. Word ‘tourist potential’ remains just an ornament hanging around the neck of Arunachal Pradesh – nothing else.

Ziro Valley,  the district headquarter of Lower Subansiri district is considered as one of the tourist hot spots  because of its rich cultural heritage, uniqueness in paddy-cum-fishy culture practice, tattooing system, scenic or aesthetic beauty of land, rich flora and fauna,  pleasant climatic conditions and hospitable nature of people but not a single spot worth visiting for tourist are developed. There are many places or objects of legendary importance but are not cared. What to talk of development. In Sikkim, even small waterfalls are developed where thousand of visitors pour in every day. There are many waterfalls of the magnitude 10/20 times bigger than one developed in Sikkim in Arunachal Pradesh. Till today not a single waterfall has been developed.

After my recent visit to Sikkim, I considered it as the best hill stations in North East India. Tourist inflow is very high. Here the question arises why tourist prefer Sikkim than to any other North East States – because people of Sikkim are well disciplined and hospitable in nature, effective traffic regulation, good management in all sectors. These are the first place welcoming gesture. With fulfillment of these pre-conditions, the tourists are attracted to Sikkim.

Peoples over there are law abiding and cooperates govt. agencies whole heartedly in all the activities. Therefore, township areas in Sikkim are clean and hygienic. Just at the entry point to Sikkim at Rangpo check gate of West Bengal and Sikkim border, a signboard reads “In Sikkim use of plastic bags & littering of plastic wastes and materials is an offence. Fine upto Rs. 5000 and imprisonment upto 6 months – by order :- Rangpo Nagar Panchayat, Urban Local Body”. Local people follow the orders - so the tourists like us who visit there.

In my few days of stay at Gangtok, it was learnt that there is no law & order problem like any other place in North East. Crime record is almost nil.

One thing that I have experienced in Gangtok was the respect for visitors. To narrate one of the instances - ‘at an ATM booth I was in the queue in number three. The first in the queue was a tourist and next to him who was a local man. The fourth and fifth just behind me was also local citizen. After the first man used the ATM booth, the second person in his 50s seems older than my father asked me to use first. Accepting his offer, I availed. On my back I thanked him. He smiling said, “It’s our tradition.  We do respect outsiders”.  He went inside but I passed few words of gratitude for the person who offered me his turn. Facing to local citizens who were in the queue, I said, “I wish to be born in Sikkim”. One of them said smiling, “sir, you have to pray a lot to be born in Sikkim”.

Going back to my hotel only I realized why tourist prefers to visit Sikkim. Unlike Ziro Valley, Gangtok is a hilly terrain but people considered it as worth visiting. At the most, it is for peace loving and hospitable nature of local citizen coupled with coruption less administration. For last many years, hundred of dignitaries and politician who visited the Ziro Valley passed comments - ‘Ziro Valley has tourist potentials’. Can it be turned tourist destination in reality? Do people like to accept it as tourist hot spot as remarked by the visitors? Can local people fulfill some of the basic pre-conditions?

We can make Ziro a mini Sikkim or a tourist destination. First of all we have to change our mindset.  Collective responsibilities of intellectual group, elected representatives, local self government, and district administration are needed in the process. Besides, every developmental scheme received from both centre and State Govts. for local area development is to be implemented properly and judiciously to give Ziro a newer look. Corruption, law & order problem, encroachment to govt. land, etc are to be checked and dealt with iron hand in order to make the Valley a tourist friendly. Disturbing on aesthetic views of the Valley is to be discouraged.

Plight of senior citizens

According to a survey conducted in 12 cities in India to understand  the sentiment of the senior citizens of the country,  seventy per cent of seniors want to move out of town into a home of their own and 42 per cent seniors rank security among the top 3 requirements from a living space. While more than 80 per cent of senior people seek to sustain lifestyle or improve it as they do not wish to “retire” and more than 75 per cent expressed the want to be more active by wanting to socialize, club, party, exercise, play sports and shop luxury goods.

India had 98 million elderly citizens, and this is expected to grow to 118 million senior citizens by 2016 as average life expectancy will cross 70 years by then.

Changing familial trends and greater economic strength is making the lives of the elderly better in some ways. In general, income levels are on the rise – 8 to 9 out of every 10 seniors are working and value of salaries drawn has grown by 20 per cent over the last 20 years. The late working age, might be related to the breakdown of joint families. With joint families giving way to nuclear families, more and more seniors are living alone -- 3 out of every 10 seniors are living alone, with the figure being higher in the metros as compared to non-metros.

The findings of the research give a grim picture, showing a state where many of the elderly in India living unsatisfied lives full of insecurity and loneliness. With such a large population of the senior persons, India needs to step up to take more care of its senior citizens.

Traffic woes of capital

One of the worst problems plugging the Capital’s dwellers currently is the traffic woes. Capital’s traffic problems are an offshoot of the unplanned, haphazard development that gripped capital town for over many years now. During peak hours, people are facing traffic congestion problem everyday with no immediate solution at sight. Numbers of vehicles are increasing rapidly but conditions of road remains the same and even getting worse day by day with potholes filling the road. Present situation is that, to cover a short distance of few kilometers, it may take hours during peak traffic hours. This led to loss of precious time and petrol. Lack of parking place in commercial areas in Itanagar and Naharlagun ensure that major portion of the road on either side remains occupied with static vehicles which obstruct smooth traffic movement. Moreover, some people park their vehicles in the middle of the road with ‘Kaun Kya Karlega’ attitude by covering almost half the width of road especially at the places like Gandhi market, Itanagar and G-extension, Naharlagun. There is urgent need to give awareness about traffic rules to the people so that mishap during traffic congestion can be avoided. Another dilemma attached with the prevailing situation is that many of the four-wheeler owners now prefer to buy two wheeler to beat congestion and to reach their destination at the earliest. Thereby, adding additional number of vehicles on the road.

Traffic woes may be reduced up to some extent by having reliable mode of mass rapid transport like introducing more number of city bus, widening of road should be done wherever possible and last but not the least, alternatives road around Itanagar and Naharlagun must be made motorable so that vehicles may be diverted to this road during peak hours.

The state govt. need to take some immediate measure to reduce traffic congestion problem for the sake of people. Big question is whether the state govt. is listening?

Please follow govt policy properly

Dear Editor,

Through your esteemed daily, I would like to focus some problems of regular teachers who are serving in different interior parts of our state. Inspite of their completion of three year posting tenure they are not given transfer by the Directors and DDSE’s due to shortage of regular teachers but the over excess regular teachers who are serving in capital complex are enjoying at their best.

As per the transfer posting policy, the teacher has to go through three zones or belts i.e soft zone, medium zone and hard zone but to our utter surprise, the capital complex which comes under soft zone is having dozens of excess teachers who are serving here for many years without the taste of serving in the interior zones such as medium and hard zone. As a teacher one has to experience the tenure of serving in medium and hard belts. On the other hand, the teachers who are serving in the hard belts for many years are not getting transfer even after many years of struggle in the hard belts.

If this trend continues, who will serve in the hard belts? What about the teachers who want to come out from interior schools after completing their three years posting tenure? It clearly indicates that there is partial transfer policy in education department. If this partial transfer policy continues then the hard belt teachers have to serve for the lifetime in different hard belt areas of Kurung Kumey, East Kameng, Dibang Valley, Upper Siang district etc and the teachers of soft belts have to serve in soft areas especially in capital complex and plain areas of our state. The main sufferers of this partial transfer policy are the hard belt teachers of Kurung Kumey, East Kameng and other districts etc. Inspite of their dedication, sincerity and hard work, they are to serve for the lifetime in same area.

In order to reform this partiality, education department should bring back all the regular teachers who has already completed their three years tenure in hard belt areas of districts such as Kurung Kumey, East Kameng ,Dibang Valley, Anjaw etc. to the capital complex. The teachers who are serving here in capital complex for the last couple of years by giving “chai Pani” and “tail malish” to the department babus should be send to interior hard belt areas of Kurung Kumey, Anjaw, Dibang Valley etc. If the concerned department is unable to do this then the transfer posting policy of education department has no meaning.   

It is the high time to reform the transfer posting policy of education department; otherwise it will be never ending woes for the interior hard belt teachers. This partiality of transfer posting can only be reformed by our present education reformer of Arunachal Pradesh i.e our Education Minister Bosiram Siram. It is the sincere request of all hard belt serving teachers to Education minister to intervene in this matter by personally looking into the affairs.

Culprits must be punished as per the law

The arrest of the accused in late Nani Tama murder case has brought a great sigh of relief for the residents of Pasighat, and the people of the state as a whole. The Apatani Socio-Cultural Welfare Society, Itanagar and Apatani Cultural and Literary Society, Ziro would like to place on record our appreciation to the district administration, SP, East Siang, DSP, OC and Investing Officer, Pasighat for their excellent job in nabbing the culprit. All the officers involved in the process of investigation need to be suitably rewarded by the Government of Arunachal Pradesh.

Adi Bane Kebang, led by its President, K. Jamoh, extended its whole-hearted co-operation from the day one. We are grateful to Adi Bane Kebang as well.

We demand that there should be no interference in the process of law, and culprits must be punished as per the law of the land. Severity of punishment must be proportionate to the crime committed so as to deter similar occurrences in future.

We also demand that accomplice(s), if any, of the arrested accused must be identified and arrested promptly. Justice will be delivered only when all the perpetrators of the heinous crime are made to stand before the law.

Hydropower power dept is failing in its duty

This is in support to the letter by Gyamar Rai, Former ANSU G.S published on 10/06/2013. Opinion placed by him is very much correct and people must appreciate it. The department of hydro power was created the way back in 2004, to harness the hydro-energy potential by the state govt. The main motive was to tap mini and micro hydel within Arunachal, generate power and avoid purchasing power from central sector.

The creation of hydro power department really deserves appreciation but the way senior officer run the deptt is non-appreciable. Their only mentality is to construct a new hydel as much as possible but not giving any attention on power generation. As per information many good numbers of mini-micro hydel has been constructed since 2008 but till date 80% of hydel is yet to generate power. There is no operational staff to run the newly constructed hydel station, even there is a shortage of electro mechanical engineer who have to run the hydel station like S.E , E.E , A.E and J.E. Even there is no office and quarter for these engineers. I appeal the honble Minister hydro power, parliamentary secy. and secretary power to look in to the matter seriously by setting up enquiry committee and find the truth behind non-functioning and non generation of hydel station. The officer responsible for such causes must be placed under suspension even termination. if this department functions properly Arunachal state may be no more depend on power from central sector. Save Arunachal, save Hydro power.
