ITANAGAR, Jun 12: A candlelight peace procession is being organized in the memory of Bomjen Gapak, the Legi Complex murder victim, by his family members on June 14 next.
The rally will start at 5:00pm from Ganga market and will culminate at the Police Station. Later, a small condolence meeting will be held at Legi Complex, the fateful site where the gruesome incident was schemed.
Late Bomjen Gapak was killed by a group of about 12 miscreants on the wee hours of May 27 last. The culprits involved in his murder are still at large with Capital police making no significant breakthrough into the case even after 16 days of the incident.

Clarify the term ‘Minority’, ALSU to Govt
ITANAGAR, Jun 12: Arunachal Law Students Union (ALSU) has sought clarification from the state government regarding the term ‘Minority’ in Arunachal Pradesh and persons to be benefitted by it.
Confused by the concept of Minority, especially in a state like Arunachal Pradesh where cent percent of the populations are Scheduled Tribes (ST), ALSU sought clarification from the state government as to what communities constitute Minority in Arunachal Pradesh and on what basis the minority district has been selected.
“Even though a person is converted to other religion he will remain a ST and he can not be considered as Minority,” the release said.
Aka women to participate in US cultural festival
ITANAGAR, Jun 12: In a rare feat, a group of five women from Aka tribe of the state have been invited to participate in Cultural Festival Celebration at Washington DC, USA from June 24 to July 15 next.
Chairperson, Kameng Welfare Society and also the Convenor of Women and Child Welfare (APCC), Sorsomi Degio will be leading the group which includes Sange Mijiew, Ramda Degio, Kandu Degio and Bokta Chetry.
In the festival, the group will showcase their rich Aka culture and heritage including the indigenous belief. They have been invited by SmithSonian Center for Folklife and Cultural Heritage.
AdiSU mourns member’s death
ITANAGAR, Jun 12: Adi Students’ Union (AdiSU) has deeply mourned the tragic death of its Art and Culture Secretary Kangge Apum, in a car accident at Mebo under East Siang district on June 9.
The AdiSU members observed 10 minutes to mourn the death of Apum and prayed to almighty to rest his soul in eternal peace.

NSCN (IM) cadres arrested
KHONSA, Jun 12: Security forces arrested two NSCN (IM) cadres along with a person allegedly kidnapped by them from Khonsa town of Tirap district on June nine.
The arrest was made after a joint operation launched by army and Khonsa police after they received intelligence report of extortion, abduction and threatening one’s life.
The arrested NSCN (IM) cadres have been identified as Changwang Wangsu, 25, and Hyalem Chama, 18, both from Ozako village of Longding district.
The arrested ultra duo confessed before police during interrogation that they extorted money from Cloth Market, Khonsa and threatened Julie Hamtok, wife of former ZPM Lazu and kidnapped one Temen Yakyak, a Govt. official working in Urban Development Authority here. No respite from scorching heat

PASIGHAT, Jun 12: There was no respite for people of the state from scorching heat for the last few couple of days and the current dry spell will continue for another couple of days in the region.
Although the meteorologists have confirmed that the monsoon wind has entered NE region through lower part of Assam and the state will receive cold showers within the next 2–3 days, scorching heat and dry spell are badly hitting the people of the state, including the Siang belt and other eastern parts of Arunachal Pradesh.

‘LBC starts ground work to find out lasting solution’

ITANAGAR, Jun 12: The Local Boundary Commission (LBC) constituted by the Supreme
Court of India has begun its task to find out a permanent solution to Assam-

Higio Aruni elected Chief Councillor, Babu deputy
ITANAGAR, Jun 12: Councilor of Ward no 11 Higio Aruni has been elected unopposed as the Chief Councilllor of the first ever civic body of Itanagar. Former MLA Kipa Babu was elected as deputy chief councillor after two contestants Tarh Nachung and Gora Lotak withdrew their nomination papers.
The Chief Councillor and the Deputy Chief Councillor were administered oath of secrecy by Deputy Commissioner cum Municipal Election Officer Pige Ligu. All the councillors were also administered oath and asked to form ward committees within seven days and report the same to the department of Town Planning.

Policing in the state needs overhaul

During a conversation, a man clad in Khaki uniform said, “On my way home after the office hours, I often see young boys with Dao moving around freely. Even my telling them has no effect.”
He continued his angst pointing at the police station saying, “And these people, they are no good. Most of the time, calling up the police station is of no use because they don’t pick up or they would arrive much later after the act is done, like they do in films!”
The way he said those words, he had no qualms! He, perhaps, had forgotten that while he was making that bleak statement; he himself is a part of that accusation.
This exchange was made while a group of people, including me, were waiting outside the police station in the hope of some revelation into the Bomjen Gapak murder case which took place on the wee hours of May 27 last at Legi Complex, Itanagar.
This very conversation is testimony to how secure our state capital is, let alone other parts of the state where many violent incidences go unreported.
There have been many violent incidences during the recent times that shook the entire state. And then on March 18 last, our chief minister went on to claim that the crime rate in the State has decreased.
Leaving aside the recent crimes that are far from being solved, acquittal of numerous accused has become a factor that encourages these elements to go ahead and continue with their ambition to create uproar. Had these elements been punished when they started off with petty things, perhaps much could have been saved of our shining generation.
The laws, as it is being seen nowadays, are not being enforced as it should be. And with high number of failure to apprehend, convict and punish the offender, a general disregard for law and order tends to develop which has become the case for Arunachal resulting in the many antisocial activities that are being done just right there beside where the police is.
This particular incident where Bomjen was murdered just about 80 to 90 meters from the police station is witness to the poor law and order enforcement in the state. It is surprising to learn that the police were not aware of the incident which happened right there in its neighborhood, especially at a time when the smallest shriek becomes the loudest. Please note that the time of the incident was around 2 in the morning.
Some people have even claimed to have called the police and informed about the incident, yet the police managed to ignore till the gruesome act was done.
“I called up the police station at about 2:50 when the altercation had just started. The incident could have been averted if they had reached in time,” said an eyewitness.
It reveals the lax standards of policing. When it is for the police to secure the lives of the individuals, they turn away from its job.
Better late than never, this particular incident is ought to be an eye opener for
the state police to introspect themselves and their work. Time is now to instill
the much needed awareness about law and order among the people and stop our state
from going back to the state of un-

Such policy should have been brought out much earlier by successive previous government of this state, so that this state could have produced till now a hundreds of sports stars at various level right from state level to international level.
Surely sport potentiality and talent of many persons might have simply ruined in last two decades due to lack of promotion in time, presently such persons must have already settled their life with other option and now their mind and spirit must be certainly very painful seeing the success of present sportspersons of this state. They could not become successful because there was no effective sports policy in those days. Anyway gone is gone we cannot change our past but surely with our present action we can expect bright future.
The present sports policy can make a sea change in sports field, however bringing out policy in papers is not the end of the story, it must be practically implemented in later and spirit, then and there only several successful sport persons of this state will be immediately benefited with cash rewards as specified in the policy for their dedication and success. The present generation success will surely inspire younger generation to follow the foot print of seniors.
The cash reward incentive is not the end of the objective, but success in sports will also help building personality development which is need of the hour in our society.
Let me cite an example, Noksom Lowang of Tirap district few years ago motivated some opium addicted youths to learn Taekwondo sports in his club at Khonsa, accordingly youths joined his club and started learning this sport, slowly and gradually youths quit taking opium because opium does not help in sport learning. Lastly they were successful in this sport and in 2012 mass police recruitment all were recruited in police on sports quota under their district.
It’s a tip of iceberg, I can visualize this sport policy can penetrate depth in the minds and spirit of interested youths of every tribes, not only that it has even a great possibility to bring back misguided youths to mainstream through sports activities.
Lastly, I will put forward some suggestions in the context of mountaineering area because present sports policy has specified only two cash award in this field whereas other disciplines are given with several cash rewards for various categories.
With my five years long literally experience in mountaineering field I could come
to know following titles are recognized worldwide in this field:-
1) “Successful mountaineer” such title is given to any mountaineer who successfully climbed any recognized peaks.
2) “Everester” this title is being honoured to a person who successfully climbed Mt. Everest.
3) “Individual Record” such record is being specified for various categories,
for example Sir Edmund Hillary and Tenzing Norway became first men in the world to
climb Mt. Everest, thereafter almost four thousand people have climbed this peak
till May 2013. Smti Santosh Yadav of Haryana state became first woman in the world
to climb it twice in 1992 and 1993. Junko Tabei of Japan on May 16, 1975 became the
first woman to reach the summit via the South-
4) The fourth one is “Seven Summmitter” this title is being honoured to a mountaineer who successfully climbed seven highest peaks of the seven continent of the world like Mt. Everest of Asia continent, Mt. Elbrus of Europe continent, Mt. Denali of North America continent, Mt. Acancogua of South America continent, Mt. Vension of Antarctic continent, Mt. Kosiuszco of Australia continent and Mt. Kilimanjaro of Africa continent. Till today, there are above 200 persons who successfully climbed seven peaks of seven continent of this world. And cash reward for such category is also not found in present sport policy.
5) Last one is the highest title in mountaineering field -
However, Anshu Jansempa has already in her credit two undisputed title namely “First mother in the world to climb Mt. Everest twice within 11 days” and another one is “First woman in India to climb this peak thrice on 11th May 2011, 21st May 2011 and 18th May 2013 and accordingly she ought to be rewarded with cash award and Nima Lama for his success in Everest expedition 2013. Though this state has no required infrastructure for mountaineering, yet mountaineering activities is quite good compared to other advance state who has such infrastructure for mountaineering activities.
Shortcoming of Ziro valley as tourist place

Who the tourist will visit when there is no tourist spots developed, no proper accommodation in districts, poor communication, improved law and order situation even in district HQ and Capital Complex etc. To be frank, Govt. does not try to achieve some of the preconditions necessary for promoting tourism nor does it care to build up infrastructure. Word ‘tourist potential’ remains just an ornament hanging around the neck of Arunachal Pradesh – nothing else.

After my recent visit to Sikkim, I considered it as the best hill stations in North
East India. Tourist inflow is very high. Here the question arises why tourist prefer
Sikkim than to any other North East States – because people of Sikkim are well disciplined
and hospitable in nature, effective traffic regulation, good management in all sectors.
These are the first place welcoming gesture. With fulfillment of these pre-

in all the activities. Therefore, township areas in Sikkim are clean and hygienic.

In my few days of stay at Gangtok, it was learnt that there is no law & order problem like any other place in North East. Crime record is almost nil.
One thing that I have experienced in Gangtok was the respect for visitors. To narrate
one of the instances -
Going back to my hotel only I realized why tourist prefers to visit Sikkim. Unlike
Ziro Valley, Gangtok is a hilly terrain but people considered it as worth visiting.
At the most, it is for peace loving and hospitable nature of local citizen coupled
with coruption less administration. For last many years, hundred of dignitaries and
politician who visited the Ziro Valley passed comments -
We can make Ziro a mini Sikkim or a tourist destination. First of all we have to change our mindset. Collective responsibilities of intellectual group, elected representatives, local self government, and district administration are needed in the process. Besides, every developmental scheme received from both centre and State Govts. for local area development is to be implemented properly and judiciously to give Ziro a newer look. Corruption, law & order problem, encroachment to govt. land, etc are to be checked and dealt with iron hand in order to make the Valley a tourist friendly. Disturbing on aesthetic views of the Valley is to be discouraged.

Plight of senior citizens
According to a survey conducted in 12 cities in India to understand the sentiment of the senior citizens of the country, seventy per cent of seniors want to move out of town into a home of their own and 42 per cent seniors rank security among the top 3 requirements from a living space. While more than 80 per cent of senior people seek to sustain lifestyle or improve it as they do not wish to “retire” and more than 75 per cent expressed the want to be more active by wanting to socialize, club, party, exercise, play sports and shop luxury goods.
India had 98 million elderly citizens, and this is expected to grow to 118 million senior citizens by 2016 as average life expectancy will cross 70 years by then.
Changing familial trends and greater economic strength is making the lives of the
elderly better in some ways. In general, income levels are on the rise – 8 to 9 out
of every 10 seniors are working and value of salaries drawn has grown by 20 per cent
over the last 20 years. The late working age, might be related to the breakdown of
joint families. With joint families giving way to nuclear families, more and more
seniors are living alone -
The findings of the research give a grim picture, showing a state where many of the elderly in India living unsatisfied lives full of insecurity and loneliness. With such a large population of the senior persons, India needs to step up to take more care of its senior citizens.
Traffic woes of capital

One of the worst problems plugging the Capital’s dwellers currently is the traffic
woes. Capital’s traffic problems are an offshoot of the unplanned, haphazard development
that gripped capital town for over many years now. During peak hours, people are
facing traffic congestion problem everyday with no immediate solution at sight. Numbers
of vehicles are increasing rapidly but conditions of road remains the same and even
getting worse day by day with potholes filling the road. Present situation is that,
to cover a short distance of few kilometers, it may take hours during peak traffic
hours. This led to loss of precious time and petrol. Lack of parking place in commercial
areas in Itanagar and Naharlagun ensure that major portion of the road on either
side remains occupied with static vehicles which obstruct smooth traffic movement.
Moreover, some people park their vehicles in the middle of the road with ‘Kaun Kya
Karlega’ attitude by covering almost half the width of road especially at the places
like Gandhi market, Itanagar and G-
Traffic woes may be reduced up to some extent by having reliable mode of mass rapid transport like introducing more number of city bus, widening of road should be done wherever possible and last but not the least, alternatives road around Itanagar and Naharlagun must be made motorable so that vehicles may be diverted to this road during peak hours.
The state govt. need to take some immediate measure to reduce traffic congestion problem for the sake of people. Big question is whether the state govt. is listening?

Please follow govt policy properly
Dear Editor,
Through your esteemed daily, I would like to focus some problems of regular teachers who are serving in different interior parts of our state. Inspite of their completion of three year posting tenure they are not given transfer by the Directors and DDSE’s due to shortage of regular teachers but the over excess regular teachers who are serving in capital complex are enjoying at their best.
As per the transfer posting policy, the teacher has to go through three zones or belts i.e soft zone, medium zone and hard zone but to our utter surprise, the capital complex which comes under soft zone is having dozens of excess teachers who are serving here for many years without the taste of serving in the interior zones such as medium and hard zone. As a teacher one has to experience the tenure of serving in medium and hard belts. On the other hand, the teachers who are serving in the hard belts for many years are not getting transfer even after many years of struggle in the hard belts.
If this trend continues, who will serve in the hard belts? What about the teachers who want to come out from interior schools after completing their three years posting tenure? It clearly indicates that there is partial transfer policy in education department. If this partial transfer policy continues then the hard belt teachers have to serve for the lifetime in different hard belt areas of Kurung Kumey, East Kameng, Dibang Valley, Upper Siang district etc and the teachers of soft belts have to serve in soft areas especially in capital complex and plain areas of our state. The main sufferers of this partial transfer policy are the hard belt teachers of Kurung Kumey, East Kameng and other districts etc. Inspite of their dedication, sincerity and hard work, they are to serve for the lifetime in same area.
In order to reform this partiality, education department should bring back all the regular teachers who has already completed their three years tenure in hard belt areas of districts such as Kurung Kumey, East Kameng ,Dibang Valley, Anjaw etc. to the capital complex. The teachers who are serving here in capital complex for the last couple of years by giving “chai Pani” and “tail malish” to the department babus should be send to interior hard belt areas of Kurung Kumey, Anjaw, Dibang Valley etc. If the concerned department is unable to do this then the transfer posting policy of education department has no meaning.
It is the high time to reform the transfer posting policy of education department; otherwise it will be never ending woes for the interior hard belt teachers. This partiality of transfer posting can only be reformed by our present education reformer of Arunachal Pradesh i.e our Education Minister Bosiram Siram. It is the sincere request of all hard belt serving teachers to Education minister to intervene in this matter by personally looking into the affairs.
